SEAFOAM CIRCUS Somewhere between the surf and the stars, a circus bloomed from the seafoam — and the octopuses have been waiting for you.   Vandy Camp has conjured something wonderful at the edge of the Pacific. Cotton candy clouds. A starfish leading the band.
